BOYD COUNTY, Ky. (WCHS/WVAH) – The U. S. Justice Department’s Civil Rights Division said an investigation found conditions at the Boyd County Detention Center violate the Constitution and the jail “routinely subjects prisoners to excessive force through the use of chemical agents, electronic control devices and restraint chairs.
